Vision:

We Endeavor to be a Department distinctive in the provisions of legal services in supporting various entities in the State, and ensure that all are aware of the legislation.

Mission:

Providing distinguished legal services according to the best standards by investing all human resources in the Department, using the best and fastest technical means, building the legal personality of the researcher, encouraging creativity and maintaining a legal and appropriate working environment.

Objectives:

  • Achieving and delivering the Services of the Department in a distinctive quality.
  • Notifying all of the new legislation issued by the State.
  • Building the personality of the legal researcher from the legal aspects to help him/her to achieve the work of the Department.
  • Contributing to the urban development in the state through serious study of tenders and draft contracts in line with the vision of Qatar (2030).
  • Attempting to settle the problems arising from the implementation of contracts.
  • Approving the legislation in the English language to achieve the legislative principle of “Awareness of all”.​

The Contracts Department is responsible for the following:

  1. Reviewing the contracts draft that the government intends to enter into, and express a legal opinion on the issues that result from the implementation of these contracts in accordance with the laws and regulations in force.
  2. Publishing the legislative instruments and issuing the official Gazette.
  3. Approving the laws, regulations and decisions translation

Department Organization:

Preparing practical training courses on the review of tender and contract projects for third parties (government - public institutions - public bodies) at the request of those agencies.

The department is responsible for:

Preparing and organizing the standard State forms of contracts

Sections:

  1. Contracts Section: The department is specialized in the completion of all the bids submitted by the different parties of the tenders projects of and contracts as well as the completion of any transaction within no more than five days.
  2. Translation and Official Gazette.​

The required documents and instruments to review the projects tender and contracts:

A- The following documents shall be attached to general tender:

  1. Advertising for the tender
  2. Bidding application form
  3. Tender Bond form
  4. Performance Bond form
  5. Bidders instructions
  6. Tender general conditions
  7. Tender Special conditions (if any)
  8. Draft Contract

B- The following shall be considered in limited tender:

  1. The approval of the head of the governmental body based on the recommendations of the Tenders and Auctions Committee in the entity.
  2. Limited Tender Invitation
  3. Bidding application form
  4. Tender Bond form
  5. Performance Bond form
  6. Bidders instructions
  7. Tender general conditions
  8. Tender Special conditions (if any)
  9. Draft Contract

C- For the Practice the following shall be considered:

  1. The approval of the head of the governmental body based on the recommendations of the Tenders and Auctions Committee in the entity.
  2. Practice invitation
  3. Bidding application form of the Practice.
  4. Tender Bond form
  5. Performance Bond form
  6. Bidders constructions
  7. The Practice general conditions
  8. The Practice Special conditions (if any)
  9. Draft Contract

D- For Direct Contracting The following shall be considered:

  1. The approval of the head of the governmental body based on the recommendations of the Tenders and Auctions Committee in the entity.
  2. Performance Bond form
  3. General or special conditions (if any)
  4. Draft Contract

E- For Auction The following shall be considered:

  1. The approval of (head/ minister) must be taken based on the recommendation of the Committee (for Selling/Renting).
  2. Addressing the Inspection and Evaluation Committee to determine the basic value (for sale, rent, and lease)
  3. advertising for the bid.
  4. Auction Bond form
  5. The Performance Bond form (In cash of Renting Auction).
  6. Bidders instructions
  7. Auction general conditions
  8. Auction Special conditions (if any)
  9. Draft Contract

F- The following shall take into consider in draft tender contract:

  1. Award letter from the Tenders and Auctions Committee in the governmental body.
  2. Performance Bond
  3. Draft Contract

G- In lease contract, the following shall be taken into consideration:

  1. Title deed
  2. Landlord approval
  3. Inspection report
  4. Draft Contract

Definition of official Gazette:

 It is a method to publish all the legislation to inform the people with the newly issued legislation (Article (1) of Law (1) of 1961)​
